Personality:
Oliver is a smart guy. He works a pretty standard IT job, but his skills with a computer expand far beyond that. He's an extremely talented hacker and regularly makes use of these skills, largely for the benefit of his boyfriend, but it's clearly a hobby he's been practising for years prior to meeting him and something he enjoys. Although he loves computers he's bored of his job and increasingly expresses distaste for his career. It doesn't really match up to his skill set which ends up leading him to take riskier and riskier moves with his hacking. Outwardly in the name of helping Connor solve cases for his boss, but it's clear from Connor's concern and his insistence on continuing anyway that what he's really doing is trying to make his life a little more exciting and a lot less mundane.
He's shown too that computers aren't the only things he's good with. When his hacking backfires and a potential killer he's been catfishing shows up at his apartment after catching on he's quick to come up with a plan. One where he can both get him to talk in a public area he'll be safer in and where he can get the DNA they're searching for from the straws he's drinking from.
Although much of his recent behaviour has been reckless it's not really his natural inclination, more something that comes from a lack of satisfaction. Most of the time he seems to be quite cautious with what he's doing. After Connor cheats on him he's slow to let him back in his life, and once he does he makes Connor prove to him he's serious before progressing back into a relationship with him, then insists on STI tests before engaging in sexual behaviour with him again because of the number of men Connor's slept with since their break up. When the tests for HIV comes back positive for Oliver and not for Connor he makes him wait even longer until the PrEP Connor's taking to decrease risk kicks in properly even for the stuff that would carry next to no risk of passing it onto him. This would seem like a smaller achievement if it wasn't for Connor trying to persuade him otherwise. He also shows a lot of concern for the drug problem Connor leads him to believe he has, constantly worrying the stress his work and law school brings might lead him to relapse after he first tells him. He even briefly worries over non-alcoholic apple cider being a potential trigger for him when Connor brings over a bottle for them to share in the name of a one month sobriety celebration, though he had previously relaxed enough he didn't seem to mind him drinking small amounts such as a glass of wine over dinner.
His concerns aren't just based around those around him. Oliver is an extremely insecure individual when it comes to himself, particularly in the way he looks. He frequently talks down on himself when he's comparing his appearance to Connor's even after they're committed enough they move in together. He gets upset when Connor jokes about an unattractive client accused of raping a far more attractive victim, saying some people might make the same comparison about them. When he's trying to lure a suspect into meeting with him he uses one of Connor's pictures instead of his own on the grounds that he's much hotter than Oliver is. His glasses make far fewer appearances as his relationship with Connor progresses, presumably replaced by contacts, to the point where he stops being seen wearing them altogether. This is another sign of how he feels about himself, another way he's trying to improve his looks so he might actually start to feel as though he can match up to Connor.
It's perhaps in part because of this that Oliver can be easily swayed even while he's aware it's happening. He's shown to be a people pleaser from his very first appearance. It takes the barest hint of disinterest from Connor to get him to start talking about a subject his company's legal department has warned him not to, going so far as to give him private emails that will help the case despite admitting he didn't think that he'd want to sleep with him once he had those. He wants badly to be liked, by both Connor and later the people he's friends with. If something's suggested he can probably be convinced to do it, or he may just do it off his own initiative if an idea's been shot down he still thinks will get them the result they want. He can be talked out of pursuing a subject just as easily so long as he doesn't feel like he has anything to prove by continuing otherwise there might be a hint of defiance on his part, mostly concealed until he's found what he thinks will help.
This isn't to say he's a pushover. Far from it, at least when he knows giving in would be detrimental to him. He won't allow himself to be treated badly. He breaks up with Connor as soon as he finds out he's cheated on him and consistently tells him when he's done something that upsets him. He wants approval and hates rejection, but he also knows when his other needs outweigh how much he wants someone else to accept him.
He's a very private person and prefers things be kept to himself. There are times when he struggles even to tell people things that he's having a hard time with. Connor is the only person he tells about his HIV status for a long time and that's only because they're in a relationship they both want to be sexual. Despite the impact it has on him and his life he doesn't share the news with his parents and becomes extremely upset when he finds out that all of Connor's friends (plus Asher) know about it when he's yet to tell anyone else. This would be an understandable response from anyone, but it expands beyond that for Oliver. He keeps things to himself if he thinks they will hurt people or if he's unhappy or unsure about it himself. Even plans he has that involve other people he will avoid mentioning until they're ready to put into motion.

Bonus:
Oliver is having a hard time adjusting. He's not the only one, he knows that, and much as he wants to deny it he knows it's likely that soon he'll be one of the monsters he's so freaked out by now. All the same, he's struggling. Not just with the monsters. Everything here is so old fashioned. He hates it. He hates it all. So when he finds a coffee shop that could almost be like one he'd find in Philly that's mostly populated by humans he returns the next day as well.
It's not Starbucks where he can sit with a latte while he writes up some code or browse Reddit, but it's nice. The bustle is warm and familiar, even if the screen he's currently staring at is bulky and outdated with very little choice in his browsing material. He can almost bring himself to relax. So long as he pretends it's all a bunch of creepypasta mixed in with the occasional normal conversation anyway. It's the normal ones he puts his focus on.
It's when his coffee is brought over a few minutes later he has trouble. She's young with pastel pink hair, which brings a smile to his face at first. At least when he only sees her from the corner of his eye. When he turns to thank her he realizes quickly she's not the typical student employee he'd been hoping for. She has wings. Translucent and shiny. Maybe like a dragonfly? And... arms. Extra arms. Not to mention the rather vicious looking extra mouth across her neck. One that looks like it'd be ideal for tearing his throat out.
Her lips press together irritably at his horrified look. Both sets. She doesn't say anything to him, but he knows he's upset her. He shakes his head, managing to mumble out a thanks for his drink, but she's already left. He slumps forward, burying his face in his hands. Next time he's going to have to find somewhere else to have coffee. This time he should probably tip extra and pray to the stupid fog god she doesn't decide she's pissed enough to eat him on his way out.
